A Partner controls a HAND balance: to hold, to sell, to send. That is the only lever a Partner has.

Nobody controls the Live Window's aim. Every transfer advances it as each transfer lands. Nobody skips a window for one Partner.

Nobody controls Unbind's conditions. The Gate Rule and a Counter Fill both have to hold. Nobody Unbinds early.

Nobody controls Window Share, the Gate Rule, or the 6,000,000 HAND issue. Those three cannot be rewritten.

Nobody controls Closed HAND. Unbind is the only writer. Closed HAND is never issued a second time.

No admin key relocates a Partner's HAND, halt the Pair Book, or mint Closed HAND back into issue.
